Problem Statement
While Ukraine is steadily advancing toward a digital future, there remains a critical need to promote equality and ensure balanced access to digital literacy in artificial intelligence (AI) across all regions. This access must be guaranteed for all Ukrainians – regardless of their place of residence or access to technology.

The business sector lacked professionals with practical AI skills, and managers required effective tools to lead teams in turbulent conditions. Without access to new knowledge, companies risked losing their competitiveness – and the country, its technological momentum.

Solution
In September 2024, FRACTAL launched a free online course titled “From Beginner to AI Expert” to make AI education accessible to every Ukrainian. The goal was to help people adapt to the changing labor market through AI upskilling – regardless of their prior experience or location – and to empower them to become more competitive in the modern job market.

The course’s social mission is to foster equality and digital inclusion, ensuring that every Ukrainian can participate in the digital economy.

The program features 64 lessons across 6 structured modules. The unique curriculum guides learners from zero to expert level. Even those who have never used ChatGPT are able, by the end of the course, to build their own AI assistant that saves hours of routine work daily. The curriculum is constantly updated to reflect the latest advancements by AI tool developers.

The project became part of the Ministry of Digital Transformation’s Strategy through 2030, which aims to position Ukraine among the top 3 global leaders in AI-driven innovation.

Thanks to a strategic partnership with the Ministry of Education and Science of Ukraine, the course was introduced across higher education institutions. Educators nationwide are completing the program, earning official certificates for professional development, and integrating AI tools and thinking into their teaching practices.

A public verification registry of teacher certifications is available via the Open Certificate Registry.

Impact
As of October 2025, the course has attracted 92,299 registered students, with 26,831 successfully earning certificates for completing key learning modules. A total of 75,235 certificates have been issued across all modules.
