Local Communities

Joint stock company “Ukrgasvydobuvannya”

FROM LOCAL SOLUTIONS TO GLOBAL CHANGES

    • Problem Situation

JSC Ukrgasvydobuvannya operates in 16 regions, 42 districts, and 146 territorial communities of Ukraine, encompassing 406 local communities where over 18,000 employees of the company live with their families. Therefore, the condition of local infrastructure, quality of life in communities, and opportunities for development directly affect not only residents’ comfort but also the stability of the company’s operations. These communities are an integral part of the company’s social environment, as they form the labor potential and create conditions for sustainable production, generating a positive effect that extends from the local to the national level.

As a result of the full-scale war, most communities-especially those in frontline areas and temporarily occupied territories-faced severe economic challenges: destroyed infrastructure, shelling of critical facilities, reduced budget revenues, and a lack of resources to restore schools, hospitals, kindergartens, and public institutions. Local authorities often required partnership support to meet the basic needs of residents in education, healthcare, safety, and energy supply.

Armed aggression created social tension and decreased the quality of life for local residents, including company employees. The lack of proper conditions in communities could negatively impact staff motivation, workforce stability, and trust in the company as a responsible employer and social partner. For those who remained to live and work in these areas, it was crucial to feel supported and have access to basic services and safe conditions-proof that life continues. When communities decline, people are forced to leave, resulting in a loss of human capital.

    • Solution

JSC Ukrgasvydobuvannya is a member of the UN Global Compact. To ensure sustainable development and support regional growth, the company operates under its Code of Corporate Social Responsibility in Relations with Communities, Charitable and Public Organizations. This regulatory document defines a transparent and consistent mechanism for cooperation in charitable assistance and social project implementation, ensuring a fair and independent decision-making process with stakeholders.

A key priority of this Code is to promote the social and economic development and welfare of regions and communities where the company’s production facilities and employees are located. To preserve human capital, reduce population outflow, and support community development, the company makes social investments and pays taxes promptly. This helps communities recover, creates safe and comfortable conditions for living, learning, and leisure, and fosters sustainable regional growth.

Corporate social responsibility is our shared path toward sustainable development. By supporting communities, we improve people’s quality of life, strengthen trust, and create a safe environment for our employees and their families. Such projects build partnerships between business and society, positioning the company as a reliable employer and a driver of positive change. – Vasyl Turchyn, Head of Regional Development Projects Subdepartment, JSC Ukrgasvydobuvannya.

Most projects are implemented on a co-financing basis, allowing partners to effectively combine resources and efforts, optimize costs, and share responsibility for results.

To meet urgent community needs in its regions of operation, the company regularly provides charitable assistance in the form of material goods, works, and services (e.g., construction materials, specialized equipment, etc.)-worth over UAH 40 million.

    Support for Healthcare Facilities

Within the framework of the ‘Good Health and Well-being’ goal, the company funded the installation of nine solar power plants in hospitals across Kharkiv, Ivano-Frankivsk, and Lviv regions. It also supported projects in over 70 medical institutions, providing updated medical, surgical, dental, gynecological, and laboratory equipment, specialized emergency vehicles, and facility repairs.

Thanks to the installed solar systems, hospitals gained energy independence and uninterrupted operation even during power outages. Upgraded facilities improved treatment efficiency, diagnostics, and working conditions for medical staff-enhancing the quality and availability of healthcare services.

    Safe and Comfortable Studying

Educational institutions received shelters equipped with modern lighting, ventilation, and backup power systems ensuring uninterrupted study during air raids; major and ongoing repairs and heating system modernization; energy-efficient windows and new IT equipment including 3D printers; and modern tools for technical and physics classes.

    Development of Infrastructure

A total of 238 projects for urban and community development were implemented: reconstruction of street lighting, installation of waste collection areas, playgrounds, sports facilities, purchase of communal equipment, and CCTV systems for public safety.

The company’s social investment in 2023–2025 exceeded UAH 121 million. Guided by the principle ‘From Local Solutions to Global Changes’, Ukrgasvydobuvannya directs its investments toward projects that lay the foundation for sustainable community development and act as catalysts for positive transformation.

    • Results

Through these projects, communities have benefited significantly: Healthcare: Over 570,000 residents gained access to improved medical services. Modernized hospitals received new ECGs, rehabilitation equipment, and UV devices; solar panels totaling 360 kW provided reliable backup power. Investment: UAH 30 million.

Education: More than 26,000 students now study in safer and better-equipped environments with updated technology, shelters, dining facilities, and solar power. Investment: UAH 35 million.

Community Infrastructure: Quality of life improved as localities became safer, greener, and more attractive. Rehabilitation centers for veterans and IDPs were created, inclusive spaces developed, and public areas beautified. Investment: UAH 56 million.

Some projects have scaling potential through partnerships with international and national funds. For example, in Valky (Kharkiv region), the project ‘Solar Energy for Hospitals’ inspired the ‘UA Brokers Without Borders Ukraine’ Charity Fund to donate additional batteries and inverters, enhancing hospital energy resilience.

Having a stable and independent power source is crucial. Solar panels give us backup power during outages-this saves lives. We’ve already generated about 15 MWh of electricity, saving over UAH 120,000, which we reinvested in hospital needs. – Serhii Stetsenko, Deputy Director, Valky Central District Hospital.

In Petrivka village (Natalynska community, Kharkiv region), a project to eliminate an illegal landfill evolved into the creation of a modern recreation park. Further funding has already been approved to install outdoor fitness equipment. Other businesses are also constantly getting involved in the development of the park area.

The company strengthened its reputation as a responsible business that not only extracts resources but also returns value to communities. Local residents’ and employees’ loyalty increased, as did public trust and the company’s image as a social partner of the state.

These initiatives demonstrate that business can drive positive change even in the most difficult times. Partner companies, competitors, and international organizations have joined to scale and expand such projects.

These initiatives once again prove that social responsibility is not just part of our corporate strategy-it’s a real investment in the well-being of the communities where we operate. Continuous and cooperative community support strengthens trust, improves living conditions, and fosters workforce stability. For the company, this is not merely a social mission-it’s an investment in our own growth and in Ukraine’s future. Together-business, communities, and authorities-we create an environment where people want to live, work, and develop. – Vitalii Chudak, Head of the Department of Land Relations and Community Engagement, JSC Ukrgasvydobuvannya.
